Text about acceptance
The study programme was in the course of the accreditation procedure validated October 27, 2017, by the University of Maribor, Senate of the Faculty of Organizational Sciences Kranj, and, after that, December 19, 2017, by the Senate of the University of Maribor, the decision about the study programme accreditation was granted by the Council of the Slovenian Quality Assurance Agency for Higher Education (SQAA) as of October 18, 2018.
Advancement criteria of a study programme
Conditions for progression to the 2nd year: a student advances into 2nd year, if he has collected at least 47 ECTS credits with the obligations of the 1st year that he completed.
Conditions for progression to the 3rd year: a student advances into 3rd year, if he has completed all obligations of the 1st year (collected 60 ECTS) and has collected at least 48 ECTS credits in the 2nd year.
Without the 1st year requirements of 60 ECTS, even exceptional advancement to the 3rd year is not possible.
Criteria for completing separate parts of a study programme
At the moment, the 1st-Cycle Professional study programme does not include parts which can be completed singly.

A graduate may continue studies at:
- the 2nd-cyclel Master's study programme
Employment possibilities
The objectives of the study programme are to provide graduates with a wide range of employment opportunities in economic and non-economic organizations, to provide graduates with jobs in the field of management and leadership, or, due to the interdisciplinary nature of the study programme, in a wide range of possible work environments.
Graduates are thus expected to be employed in:
- public authorities,
- economic organizations,
- state and public enterprises,
- non-governmental organizations,
- municipalities and
- all those organizations that deal with crisis situations on a daily basis.

Methods of testing knowledge are defined in the each individual course syllabus.
Main study programme objectives
The objective of the Crisis management program is to educate students for:
- facing uncertainty and comprehensive risk management;
- the ability to mediate and solve crisis situations in the area of internal risk management in organizations, external risk management associated with organizations and external risk management that extend beyond the framework of organizations;
- crisis prevention at the organizational level and in the environment; and
- acquiring managerial competencies (strategy design, goal setting, operation management, information management, management of people and other resources) and personal competencies (professional development, psychology, social skills, self-management).
General competences of graduates, gained at a study programme

Subject specific competences of graduates, gained on a study programme
Subject-specific competences of the graduate of the first cycle study programme Crisis Management:
- Uncertainty identification and risk evaluation,
- Risk management and building effective internal controls,
- comprehensive management of uncertainty and precarious situations,
- Crisis management and governance at national and international level,
- Identification of crisis resolution actors,
- coordination between stakeholders involved in a crisis,
- communication with the media, internal crisis communication,
- crisis simulation, defining an effective transition between rescue and recovery with sufficient and necessary delegation of responsibilities between stakeholders,
- acquisition of basic and applied skills in the field of information systems in crisis management,
- The acquisition of fundamental and applied knowledge in the subjects of law, psychology and foreign language in crisis management,
- Integrated critical infrastructure management,
- Managing the use of resources through a crisis.
During the course of the study, the student is familiarised with the key facts, laws and dependencies in the field of crisis management, as well as methodological approaches and tools/functions of the management process and other functions.
During the course of the studies, the graduate is trained to perform crisis management functions operationally in a wide range of organisations, both in the private and in the public sector.
During the course of the studies, the student is trained to respect the ethics of crisis management, the legislative frameworks and good practices for crisis management and crisis resolution.
The study is strongly applied-oriented.
The professional profile of the study programme thus enables graduates to:
- developing a wide range of competences to effectively manage the field of crisis management: from the basics of crisis management to crisis response methods and crisis management at a higher level;
- competences in psychology, legislation and information support for crisis management and GIS;
- the student will be able to identify the different levels of critical infrastructure at national, state and European community level;
- the student acquires the ability to perform a basic level of crisis management in organisations and in society, both nationally and internationally;
- the student builds the basics of foreign - English language in the field of crisis management;
- the student acquires competence in the fields of psychology, legislation and information support for crisis management.
- The student develops a wide range of competences to effectively manage human resources: awareness of the importance of human resources management in crisis management, upgrading of the strategic role of human resources management for the needs of crisis management, ability to apply basic methods of human resources management in crises, ability to manage human resources in crises.
- Students identify the different levels of critical infrastructure at national, state and European community level;
- the student identifies and acquires competences in the field of project work methods and techniques for the implementation of processes and projects in the field of crisis management;
- the student develops and acquires competences in the field of crisis communication;
- the student acquires the ability and basic knowledge in the field of crisis management in the field of aviation.
- Solve pre-crisis, crisis and post-crisis processes in the field of comprehensive risk management - internal risks within the organisation, external risks of organisations (organisation-related and non-organisation-related),
- apply legal knowledge to manage crisis situations,
- use crisis management information systems, databases and use information correctly for decision-making before, during and after a crisis,
- properly identify responsibilities and authorities, tasks and attitudes in crisis situations,
- develop appropriate crisis management and crisis resolution plans and post-crisis recovery plans,
- make appropriate plans for the rescue and psychosocial care of those involved in crises and make appropriate plans for psychological and social reconstruction after crises,
- respond in a timely manner to the various risks of the internal and external environment in times of crisis,
- communicate with the internal and external environment and communicate with crisis actors.
Graduates of the first degree programme in Crisis Management (VS) are qualified to apply methodological knowledge (analytics, simulation and modelling) in solving practical problems in crisis management. He/she is able to manage operational crisis management in a variety of organisations, carry out operational work in the field of crisis management and coordination, plan and organise work with human resources, resolve uncertainties and establish basic mechanisms for managing stress in organisations in the event of a crisis.
Access requirements
In the 1st–cycle professional higher study programme Crisis management anyone can enrol who has completed the final exam in any four year high school programme, vocational matura or matura.
Selection criteria in the event of limited enrolment
If the Decision of Limited Enrolment is adopted, the candidates will be selected according to:
- The overall achievement at the final examination, vocational matura or matura: 60% of the points,
- overall achievement in the 3rd and 4th year: 40% of the points.
Transfer criteria between study programmes
Transfers between programmes are possible in accordance with accredited study programmes, the Criteria for Transfers between Study Programmes, the Statutes of the University of Maribor and other regulations.
Transfers between programmes to the first cycle of the Crisis management professional higher study programme are possible from first cycle professional higher study programmes and first cycle academic study programmes:
1. if the candidate fulfils the conditions for admission to the first year of the first cycle of the professional higher study programme Crisis management;
2. which, on completion of the studies, provide for the acquisition of comparable competences;
3. among which, according to the recognition criteria, at least half of the European Credit Transfer System (hereinafter referred to as ECTS) requirements from the first study programme may be recognised as relating to the compulsory subjects of the second study programme.
The applications of candidates and the extent of the recognised study requirements will be examined by the Study Affairs Committee of the FOV UM. Enrolment in the upper year of study will be granted to a candidate who has been granted enough study requirements (ECTS) in the process to meet the accredited conditions for continuing studies in the upper year of study of the new study programme.
Criteria for recognition of knowledge and skills, gained before the enrolment in the study programme
Criteria for recognition of knowledge and skills are regulated by Regulations on knowledge and skill recognition in study programmes of the University of Maribor.
Criteria for completing the study
A student completes the study programme when all obligations of the programme are fulfilled, when the diploma thesis is successfully defended and when at least 180 ECTS are collected altogether.
