Objectives and competences

Students: • Achieve the ability of comprehensive understanding of critical infrastructure definition • Develop comprehensive understanding of the strategic importance of managing critical infrastructures in connection with the establishment of human resource management • Acquire profound understanding of ‘critical’ in critical infrastructure • Capable of independent recognition of critical infrastructure vulnerabilities and meaning of critical infrastructure resilience enforcement • Develop comprehensive understanding of the fundamental principles of European Programme for Critical Infrastructure Protection • Acquire intense understanding of basic and advanced steps for enforcement of European Critical Infrastructure (ECI) • Develop the ability of a real-time implementation and performance of the six steps of emergency management planning process (FEMA) • Develop the sustainable ability of systemic thinking and holistic approach / doing according to ISO 26000

Content (Syllabus outline)

• Systemic thinking / doing and Holistic approach • Definition of critical infrastructure (CI) • Advanced knowledge as a critical infrastructure • Human resources in management of critical infrastructure – are particular competencies needed? • Management of critical infrastructure and the impact on people / society • Sectors of critical infrastructure: • Electro-energetic • Transport (road, air, water and railway) • Food supply • Water supply • Health protection (with special emphasis on case of natural or offensive outbreak (endemic, pandemic) of communicable diseases (airborne and/or by contact transfer), quarantine and decontamination) • Financial and banking • Protecting environment • Telecommunication and information • The meaning of interdependence between critical infrastructure sectors (Understanding of terminology; i.e. system (CI) and its subsystems (CI sectors) • Fundamental principles of European Programme for Critical Infrastructure Protection (subsidiarity, complementarity, confidentiality, stakeholder cooperation, proportionality, sector-by-sector approach) • Basic and advanced steps for enforcement of European Critical Infrastructure (ECI) • FEMA’s six steps of emergency management planning process • Sendai Framework for Disaster Risk Reduction 2015 – 2030 (UNISDS) • Principles of Social Responsibility – ISO 26000 • Difference between: managing, leading and mastering

Knowledge and understanding: at the end of the course, students will: use, analyze and synthesize: - systemic and holistic thinking / approach, - social responsibility - critical infrastructure and its sectors - vulnerabilities of critical infrastructure - fundamental and advanced principles for critical infrastructure protection and resilience enforcement - advanced critical infrastructure protection, - FEMA's six steps of emergency management planning process.
