Objectives and competences

Student will: • Know the definitions of critical infrastructure (CI) and its different fields • Understand ‘critical’ in critical infrastructure and basics of CI vulnerabilities • Understand and determine the meaning of interdependence between CI sectors on national and international level =interoperability • Understand and determine the fundamental principles of European Programm for Critical Infrastructure Protection and the basic steps for implementation of European Critical Infrastructure (ECI) • Determinethe conceptual definitions of critical infrastructure in modern states and concepts and programs of CI infrastructure inside and outside EU • Aware of ternational activities for CI protection and basics of CI protection in counterterrorism • Achieve systemic thinking and system approach / behavior, i.e. holistic management and governance of CI

Content (Syllabus outline)

• Definitions of critical infrastructure • Fields of critical infrastructure • Understanding ‘critical’ in critical infrastructure • The meaning of understanding interdependence between critical infrastructure sectors on national and international level - interoperability • Fundamental principles of European Programme for Critical Infrastructure Protection (subsidiarity, complementarity, confidentiality, stakeholder cooperation, proportionality, sector-by-sector approach) • Basic steps for implementation of European Critical Infrastructure (ECI) • Conceptual definition of critical infrastructure in modern states • Analysis of concept and program of critical infrastructure in EU and outside EU • Legal foundations for critical infrastructure protection • Identification of executive measures in critical infrastructure protection • Forms of critical infrastructure ownership • International activities for critical infrastructure protection • Basics of critical infrastructure protection in counter-terrorism • 5 mission areas of crisis management of critical infrastructure according to PPD-8 (prevention, protection, mitigation, response, recovery) which incorporate three time-frames of crisis: “before”, “during” and “after” (FEMA) • The role of system thinking and system approach in management and governance of critical infrastructure

Knowledge and understanding: At the end of the lectures students will: Describe the ability to use the basics of CI and diversity of CI areas Diferentiate the various levels of CI vulnerability; Choose, create, adapt and define different issues for the protection of CI and the basics of protecting CI for the needs of organizations..
