Objectives and competences

To enable students to critical evaluate the concepts of organised and planned provision of safety and security in local communities, and to learn to apply the appropriate measures to certain social context in the cities. The basic objectives are: 1. To synthesize basic knowledge of historical development of safety and security in local communities 2. To evaluate theories of safety and security in local communities including various models 3. To analyse knowledge of the actors in the field of policing and authorities assigned to them for maintaining law and order in local communities 4. To manage problems in local communities (demonstrations, celebrations and sport events etc.)

Content (Syllabus outline)

Legal issues regarding safety and security in local communities Solving safety and security issues in local communities (aspects of the national/local safety) Safety in local communities: -subjects witch are providing safety and security in local communities -legal framework Analysis of crime and incivility in local communities, Public safety: -violations of public order and peace -social control Safety issues in local communities and institutional capacity: -prevalence of crime and disorder -fear of crime -safe and unsafe neighbourhoods Quality of live in local communities and social prevention Security networks in cities and information security of citizens

Learning and teaching methods

- The course will consist of lectures, discussions, tutorials, case analyses, individual and group projects, as well as individual consultations with the lecturer. Tutorials will be conducted with the students. Tutorials consist of three parts: o case studies analysis in form of work in groups in the lecture room; o study visits to institutions that provide safety in local communities (police, municipality wardens, municipalities, non-governmental organizations); o excursion to one of the universities in the region where students' conference on local safety and security will be held (student’s presentation of papers at conference). o Students who are unable to attend the conference abroad organise a mini conference at the Faculty of Criminal Justice and Security, University of Maribor and present their papers.

Intended learning outcomes - knowledge and understanding

Students acquire knowledge about and are able to synthesize, evaluate and analyse different approaches to safety and security in local communities, get the knowledge about models of ensuring safety and security in local communities and expand the knowledge on specific fields.

Intended learning outcomes - transferable/key skills and other attributes

With the use analysis and management of case studies and analysis of empirical results of different studies from the field will enable students to develop skills necessary to understand safety and security in local communities (definition of problem, scanning, analysis, response, assessment).
