Objectives and competences

Students acquire knowledge of theoretical and systemic aspects of private security industry in comparison to state security organisations. Students get broader knowledge on mutual relations and powers vis a vis other poloce/security/control agencies in globalised world.

Content (Syllabus outline)

• Theories and definitions in the field of security • On scientific research of private security industry in the world and in Slovenia • Security deficit of the state, outsourcing and privatization of security jobs • Pluralisation of policing and expansion of “non-police police” organizations • Manifestations of private security industry: o Private security companies o Private detective activity o Private military companies o Private intelligence activity o Security consulting companies o Industry of mechanic and electronic technical devices for control and protection • The role of private security industry in national security system • Employment of private security industry by states (governments) and international organizations in international crisis response operations • Private security industry – international perspectives • Legal, organizational and functional regulation of private security industry in RS: forms/licences, areas of work and tasks; measures, rights, duties and entitlements of private security personnel and private investigators • Oversight over private security industry • Professionalization of private security in RS • Research findings

Learning and teaching methods

The course will consist of lectures, discussions, seminars and tutorials as well as individual consultations with the lecturer.

The course is designed to provide understanding of legal framewrok for functioning of private security industry in diferent security environments.
